Possible, but it is funny, I usually associate that kinds of censorship with the US (First Amendment doesn't apply to kids stuff, we must protect our young from the perverse, the radical, and the offensive). Of course, how many had already been exposed to that through Star Trek reruns or would have no clue what a clone or genetically modified person would be at that time. Now, I think kids have as much knowledge on that sort of thing as adults do. Silly censors, they try to forbid knowledge and just make it more desirable. You'd really think they'd have learned the lesson from Gensis in that Bible they love to thump.
And for having flesh and blood, many cultures use children in warfare, sometimes willingly, sometimes not. I'd rather see it portrayed like it was in Gatch or BotP with training and purpose and more fantasy than reality, than it is in real life, where they usually fulfill the role of suicide bomber or worse, just pick up a gun and start shooting soldiers are then persecuted for shooting children.

Amethyst, you make a good point. After all, isn't that what Gatchaman is all about? We have technology, and we can use it for good (clean energy, farming, schools, cities) or for evil (pollution, killing, world domination). I'm being serious here. The entire message of Gatchaman is that technology can be used for multiple purposes, and it is the responsibility of the person who wields to to do so responsibly.
