This is Shingo Katori, a member of the J-Pop boy group SMAP (they did the NTT Gatchaman commericals, not sure but I think he was the Swallow).
For some reason I would cast him as Katse. He could totally pull off the burgandy thigh boots, purple cape and pink lipstick. And he's quite the character himself, so Katse would be a walk in the park.
And considering the continuing popularity of SMAP, especially Shingo, in Japan, funding would be guaranteed...

I always think Tilda Swinton would be great as Katse. She has that whole androgenys thing going on - and if you saw her in Orlando you would know that she makes a pretty convincing man!
