These kinds of things have appeared a bit on AO3 too (not for me, and but certainly for others in another fandom I'm involved in).
It's spam, or bots or something unfriendly like that.
There are other scams around too - some of which are aiming to feed fan works to places that use them to train AI writing tools. They start as a comment of a fic that accuses the writer of using AI to write the fic, or by posing as a site that tests to see if your work has already been scraped for AI training.
Unfortunately we need to be wary of comments and reviews on fics now.

I'm getting the requests to collaborate or commission artwork all the time. After the first one wanted me to start chatting somewhere other than through fanfiction's private messaging system, I just ignore them all. Or I tell them that I can draw my own art *shrug* If I want to pay someone to do art for me, I'll find and reach out to them, not the other way around.

Flattering, but I think it's spammers or people who are not genuine in the fandom. A bit sketchy, could be a Galactor plot to catch us off guard.
I'm thinking of calling a few favours from Joe to move them on....
