In Gatchaman 2, the New God Phoenix was sort of remote-controlled - it had an autopilot robot named Pimer! Ken could contact Pimer on his bracelet and ask Pimer to fly places, give a pickup/dropoff, etc.

Either Zoltar is hedging his bets by robbing the bank, or he's obeying Cheesy Villain Rule #7: When conquering the world, divert resources to committing conventional crimes.
Really: if your evil scheme will net you the wealth of the world, why go to the trouble of robbing banks or extorting money?
