All too often, security protocols can be skewed. In my work, I've reported to locations in which the clients apparently decided, "Hey, we aren't using this corner/room, let's put the guards there." Everything is crammed into that space, with cables and whatever tangled up behind the desks, and it's difficult to do what we're supposed to do. (In those cases, I think the clients hadn't ever expected to use a security company, or else they had designated the space long before they felt the need for more cameras and monitors.)
In others, the space is leased to the client, and they have to decide which door the employees use, so there's not a lot of leeway with what they can do. Then there are the times when I think the client simply changed the receptionist's area to security.
(One place almost got it right: entrance and exit doors, with an enclosed station. Unfortunately, they didn't put the station between the two sets of doors. It's hard to check that people have badges when the incoming and outgoing shifts mingle.)
And yes, the cleaning staff or contractors can too often be ignored. Although on military bases, contractors are escorted.
At the mental hospital where I work, there's a metal detector in the lobby of the forensic building, and I have to empty my pockets. But anyone on a mission need only get through the doors with their weapons concealed. After that, whip out the detonator or guns, and have at it.
Another explanation for the stewardess is that they all take this route from the parking lot, and it's always been safe. (Which is why Galactor set up in that place: they didn't know which stewardess would be chosen, so they made sure they could grab the right one.)
