Maybe that's why they later moved him to the control room with no windows...
Maybe the fish messed up his windows, and it made Zark obsessed with cleaning!

Hey, that's right! We never saw any fish in any of Zark's scenes in the TV show -bubbles in the water maybe, but never fish.
I like the idea that they all shun him -or maybe they just like Chief Anderson a whole lot better and stay near his windows!
Now that I think about it, maybe the fish were all robot fish devised by Zark to spy on Anderson and G-Force through the windows -would explain why they never looked in on Zark.
