It looks tropical to me but also it can't move (as far as I am aware) and the island is a crescent shape, which the ice island isn't and it's the only place that I can think of where all the missing walruses go to.

The Gatchaman base can be moved. But I think it'd be a bit to slow to get anywhere really icy.

Possibly it could be one of those extra undersea buildings that Zark insists gets destroyed instead of Center Neptune. They could be anywhere.
