Who do you think was the creepiest/ best mecha captain for Katse?

Here's one of the creepy ones for me...from the "mysterious red sand" episode...he just kept whipping the old man...

When he took over Spectre, I was expecting Zoltar teaming up with G-Force and to make the Great Spirit fire the old git when his plans fall apart and in the last scene, we see Zoltar gleefully smiling after getting his job back but not telling anybody, who he team up with.
